We were first awarded the franchise in July 2014 to operate and maintain the DLR until 2021. On 3 October 2024, it was announced that Keolis and Amey were the winning bidders for the next Docklands Light Railway franchise. The new franchise commenced on 1 April, 2025 and will run until 2033 with a potential two year extension.

Keolis is a leading passenger transport business, operating in 15 countries around the world. They have been operating in the UK since the beginning of rail privatisation in 1996.

They are currently a partner in five joint ventures, including KAD, which operates six franchises in the UK overall.

  • Govia (35% Keolis and 65% Go-Ahead Group) operates Thameslink (GTR)
  • Nottingham Trams Ltd (80% Keolis and 20% Trent Barton) operates Nottingham trams
  • KeolisAmey Docklands (70% Keolis and 30% Amey) operates the Docklands Light Railway
  • KeolisAmey Metrolink operates the tram network in Manchester

Amey is a leading infrastructure specialist. They work across the public and regulated sectors in the UK, delivering services including highways and rail management and maintenance, facility management, waste collection, and they offer consultancy services.

Although predominantly UK-based, they also operate in the USA, Australia, and Qatar.

Amey has previous experience working with a TfL mode of transport. Until May 2010, they jointly owned Tube Lines, the consortium responsible for maintenance services for trains and infrastructure on the Jubilee, Northern, and Piccadilly lines.

Partnership with our Public Transport Authority

The DLR is owned by Docklands Light Railway Ltd (DLRL), which is part of Transport for London. As the client, DLRL is responsible for developing the railway’s assets and managing us, the franchise.

In 2015, working collaboratively, both DLRL and KAD achieved the BS11000 Collaborative Working accreditation, becoming the first areas in TfL to do so.

BS11000 transitioned to the higher standard of ISO 44001 in 2018, which we have maintained ever since.
